Job Description
The Cybersecurity Specialist III is responsible for the development, implementation, and maintenance of network and security design for Operational Cyber Systems (OCS) defined as Ethernet based substation control systems, monitoring, engineering networks, SCADA, remote interactive access, etc. This position also includes particpation with the cross departmental NERC Crital Infrastructure Protection (CIP) team to evaluate and participate in designing Basin Electric (BE) cybersecurity policies and NERC CIP compliance programs. The incumbant is responsible for evaluating all new and exisitng OCS networks for the Transmission System Maintenance group and act as the interface between TSM and BEPC Information Systems Telecommunication IST) and Engineering groups. The incumbent will be familiar with TSM's control system network designs and work with TSM Engineering for optimizations while keeping a focus on BEPC's cybersecurity policies. The incumbant will be familiar with all NERC CIP and other applicable standards and BEPC policies that affect TSM's OCS networks and TSM's Subject Matter Expert (SME) for it's OCS networks. As an SME, the incumbant may be required to participate in NERC audits. The incumbent is responsible for identifying and implementing TSM OCS network changes and testing changes before deployment in a lab environment. The incubent assist others in developing a NERC CIP training and awareness program and periodically present network security and other information to groups as requested.
Required Skills
Requires frequent sitting; and occasional standing, walking, bending, climbing, kneeling, reaching, crawling, use of keyboard/computer, pushing/pulling and lifting/carrying up to 50 pounds. Requires finger dexterity, good hearing, color vision, and the ability to perform close work. Requires the ability to analyze data/reports and conduct research; implement recommendations; develop plans, procedures, and goals; and present information to others. May be required to work under pressure due to conflicting priorities and deadlines. Occasionally works in conditions of dirt/dust, fumes, chemicals, extreme heat and cold, vibration, noise, poor ventilation, electrical risks, and confined areas. Must be able to operate a motor vehicle and be able to travel by commercial or Cooperative air as required. Equipment operated includes computers, telecommunication devices, electrical test equipment, and normal shop tools.
Required Experience
Required:Bachelor s Degree in Computer Engineering, Computer Science, Computer Information System, Computer Networking, Computer Network Security or equivalent and seven years of experience which include any combination of the following: computer engineering; computer science; computer information system; computer networking; computer network security; or industrial control systems OR 11 years of equivalent related computer experience. Must have a workflow process creation/management or understanding of IT controls. CCNA or willingness to obtain within six months to a year; CISSP or willingness to obtain within six months to a year. Knowledge in computer network design, computer network security or equivalent. Computer skills; valid driver s license; and some travel will be required.
Preferred:CCDP or CCNP or GIAC-GSEC or related certifications or willingness to obtain. Knowledge of Ethernet switches; routers; firewalls, instrusion detection systems; network monitoring tools; protocol analyzers; security appliances; NERC CIP Standards; or willingness to learn items mentioned above.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
